The Challenge

Within the context of the Health Sector Reform Programme and in the bid to facilitate accessibility to quality healthcare services with a sustainable financing scheme, the State Government (SG) established a Health Management Agency to implement and manage the State’s health insurance scheme. The State Ministry of Health (SMoH) required outstanding professionals to fill executive leadership positions in the Agency, to drive operationalization and effective implementation of the Agency’s mandate. Without these key officers, the Agency could not commence operations.

The Solution

Our Executive Recruitment service was engaged for the sourcing, assessment and selection of top talent into strategic executive level roles including the heads of Operation; Planning, Research, Monitoring & Evaluation; Business Development & Marketing; Human Resources & Administration; Finance & Accounts; and Information & Communications Technology. We designed and managed the process end-to-end including related advisory support.

Top talent was sourced through multiple approaches including headhunting. Candidates were assessed via customized technical assessment and behavioral profiling in line with the key competency requirements for the job; this included a competency-based interview. A final shortlist of recommended candidates for each role was presented to the SMoH, from which a candidate was selected and placed into each position following the SMoH-Candidate interviews facilitated by Phillips Consulting.

The Results

Equipped with a highly skilled, outstanding executive management team, the Agency was able to commence operations and is actively pursuing its mandate.
