The Personnel Audit and Skills Gap Analysis (PASGA) initiative is transforming Nigeria’s Federal Civil Service through data-driven insights, strategic workforce planning, and capacity development. The project entails a comprehensive assessment of the civil service workforce to identify existing capacities and map critical skills gaps, generating reliable data to support evidence-based decision-making in workforce planning, training, development, and policy formulation.
As the Lead Consultant, we are proud to partner with the Office of the Head of the Civil Service of the Federation (OHCSF) to drive this transformative initiative that will redefine the future of the Federal Civil Service of Nigeria.
Our role goes beyond conducting assessments. We are working closely with stakeholders across Ministries, Departments, and Agencies to ensure that the insights gathered translate into meaningful action. By identifying critical skills, aligning talent with strategic priorities, and supporting capacity development, we are helping to build a Civil Service that is not only data-driven but also responsive, capable, and positioned to deliver greater value to the nation.
Our approach to PASGA is anchored on:
- Data-Driven Insights: Using technology and analytics to create a robust database for evidence-based decision-making.
- Capacity Building: Identifying and closing the gaps in critical skills to strengthen public service capability.
- Accountability and Transparency: Enhancing visibility and accuracy of personnel information across MDAs.
- Transformation Enablement: Supporting the Office of the Head of the Civil Service of the Federation (OHCSF) in implementing reforms that align with the Federal Civil Service Strategy and Implementation Plan (FCSSIP 2025).
Through PASGA, pcl. reaffirms its mission to empower institutions, strengthen systems, and elevate performance in the public sector.
